CITY OF AMBOY

NOTICE OF PUBLIC HEARING 
ON SMALL CITY DEVELOPMENT PROGRAM (SCDP)
INFRASTRUCTURE IMPROVEMENT APPLICATION

NOTICE IS HEREBY GIVEN that the City Council of the City of Amboy will hold a public hearing on February 2nd , 2026 at 7:01PM at 244 E Maine St, Amboy, MN to discuss a joint SCDP grant application that will be submitted to the Department of Employment and Economic Development (DEED)
 The public hearing is intended to provide citizens to learn more about the proposed comprehensive program, including the costs associated with the activities described above as well as solicit input on community development and housing needs in the community that might be addressed through the SCDP program.
 Pursuant to the National Historic  Preservation Act, comments on the identification and treatment of historic properties in the project area are welcome. In addition, service area, timeline, and potential funding sources and activities, including MN Public Facilities Authority,  MN DEED SCDP , & USDA Rural Development in the project area will be discussed.
 All persons who may have an interest in the program are encouraged to attend the public hearing. Information and records regarding the application will be available within City Hall during regular office hours.

Blue Earth County Board Summary
The Blue Earth County Board meeting was held Tuesday, December 16, 2025, at 9:00 a.m. in the Blue Earth County Courthouse, Commissioners’ Room, was attended by Commissioners Kip Bruender, Patty O’Connor, Kevin Paap, Mark Piepho, and Vance Stuehrenberg.  Also present were County Administrator Robert Meyer, County Attorney Pat McDermott, and Administrative Assistant Stephanie Jahnke.  
Commissioners voted 5-0, unless otherwise noted:
• Approve a resolution for an interim use permit to operate a butchering business as a level II home occupation (Vernon Center Township). 
• Approve a resolution for an interim use permit to allow the operation of a gutter, siding, and window business with onsite storage of associated materials (Decoria Township). 
• Approve the reappointments for the Planning Commission and Board of Adjustments. 
• Approve the findings and order for County Ditch 1 ordering the viewers to resubmit an amended viewers report.
• Approve the Findings and Order setting the removal of property hearing for County Ditch 47 (Butternut Valley and Cambria Townships). 
• Accept the low bid from Selly Excavating for the Judicial Ditch 15 installation of new sediment trap structures. 
• Approve the 2026 single and multi-year special drainage system assessments. 
• Approve the Property and Environmental Resources Department fee schedules.
• Approve an agreement with Prairie Lakes Youth Programs for one secure bed per day.
• Approve an agreement with Carver County for one secure bed per day. 
• Appoint members to the Community Corrections Advisory Committee as presented. 
• Table the Blue Earth County Human Services Advisory Committee, Social Services Task force, and Mental Health Task Force/Local Advisory Council Operating Guidelines to review membership terms. 
• Approve the Human Services items as presented. 
• Approve spending of the Opioid Settlement Funds to MYPlace-Mankato for a mental health specialist. 
• Approve a resolution to alleviate need for inquiry and waive right of objection for conveyance of tax forfeited property located in the City of Mankato.  
• Approve the December 2, 2025 Board Minutes.
• Approve the bills as presented.
• Approve an 8.5% levy increase for 2026.
• Approve a 2026 budget of $136,533,092.
• Approve a general wage adjustment effective January 1, 2026, for all non-union employees and elected officials applied to all grades of the pay plan. 
• Set the 2026 County Board per diem rate. 
• Approve the 2024 Emergency Management Performance Grant through June 30, 2026.
