ASSESSMENT NOTICE
IMPORTANT INFORMATION REGARDING ASSESSMENT AND CLASSIFICATION OF PROPERTY

This may affect your 2027 property taxes.
The Open Book meeting for the Township of Beauford in Blue Earth County, Minnesota will be open from Monday, April 13th through Friday, May 29th during normal business hours.
Call 507-304-4251 for open book meeting information. The purpose of the open book meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.
If you believe the value or classification of your property is incorrect, please contact your assessor's office to discuss your concerns. If you are still not satisfied with the valuation or classification after discussing it with your assessor, you may appear before the County Board of Appeal and Equalization. The board shall review the valuation, classification, or both if necessary, and. shall correct it as needed.

Blue Earth County Board Summary
The Blue Earth County Board meeting was held Tuesday, March 17, 2026, at 9:00 a.m. in the Blue Earth County Courthouse, Commissioners’ Room, was attended by Commissioners Kip Bruender, Patty O’Connor, Kevin Paap, Mark Piepho and Vance Stuehrenberg.  Also present were County Administrator Bob Meyer, County Attorney Pat McDermott, and Administrative Assistant Stephanie Jahnke.
Commissioners voted 5-0, unless otherwise noted:
• Approve the findings and order accepting the petition for improvement to County Ditch 78 (Garden City Township). 
• Accept the low bid from Borneke Construction for the County Ditch 2 repairs (Le Ray and McPherson Townships).
• Initiate the redetermination of benefits and appointing viewers for County Ditch 50 (Butternut Valley and Lincoln Townships). 
• Approve the removal of duplicate benefits from the County Ditch 56 benefits listing (Garden City and Lincoln Townships). 
• Approve the appointment of the engineer for County Ditch 99 (Lime Township). 
• Approve a resolution for an interim use permit to operate an aggregate mine, associated processing and crushing of materials (Judson Township). 
• Table the Jones Ford Campground resolution to April 7, 2026. 
• Accept the low bid from North Central International for one tandem axle truck. 
• Approve a change order for the Rapidan Hydroelectric Project Exemption Surrender. 
• Approve the Human Services items as presented.
• Approve the March 3, 2026 Board Minutes.
• Approve the bills as presented.
• Approve the amendment to the drainage system loan interest rate.

NOTICE IS HEREBY GIVEN that the City Council will hold a Public Hearing for the City of Amboy proposed Ordinance No 34 Enforcing Administrative Offences

RESOLUTION 2026 – 7
RESOLUTION FOR RAISING WATER CHARGES IN 2026 & 2027

WHEREAS, the City of Amboy owns and operates a municipal water utility system for the benefit of its residents and business; and

WHEREAS, the City Council has the authority under Minnesota law to establish and revise rates for municipal utilities; and

WHEREAS, the cost of operating, maintaining, and improving the water system has increased due to factors including but not limited to infrastructure replacement, regulatory compliance, treatment costs, and inflation; and

WHEREAS, the City Council has reviewed the financial condition of the water utility and determined that an adjustment to water rates in 2026 and 2027 are necessary to ensure the financial stability of the system and to fund necessary capital improvements;

WHEAREAS, the City Council finds the adjustments are fair, reasonable and necessary to meet current and future system needs;

2026 Minimum billing base rate: $32.00 per month - $96.00 per quarter

2027 Minimum billing base rate: $35.00 per month - $105.00 per quarter
Includes the first 750 gallons any usage over 750 gallons will be billed per 1000 gallons

2026 Usage per 1000 gallons: $11.00 per 1000 gallons

2027 Usage per 1000 gallons: $13.00 per 1000 gallons

These rates will also apply to duplexes and apartment building buildings having less than four units.

Double residential and double commercial accounts will be billed at a rate twice the amount of the rates shown above.

The rates for larger apartment buildings within the city area are as follows:

Minimum billing base rate 2026: 
$768.00/quarter - $96.00 x 8 units
Usage per 1000 gallons 2026: 
$  11.00 per 1000 gallons

Minimum billing base rate 2027:
$840.00/quarter - $105.00 x 8 units

16 plex apartment unit:
Minimum billing base rate 2026:
$1536.00/quarter - $96.00 x 16 units
Usage per 1000 gallons 2026: $11.00 per 1000 gallons

Minimum billing base rate 2027:
$1680.00/quarter - $105.00 x 16 units
Usage per 1000 gallons 2027: $13.00 per 1000 gallons

The 2026 rates will become effective March 2026, reflecting on the billing that is received in June 2026.

ORDINANCE FOR THE CITY OF AMBOY

CHAPTER 52: WATER
Section 52.25

ORDINANCE AUTHORIZING THE REPLACEMENT OF LEAD, GALVANIZED, OR OTHER HAZARDOUS WATER SERVICE LINES ON PRIVATE PROPERTY
The City Council of Amboy ordains:
SECTION 1. PURPOSE AND INTENT
The purpose of this ordinance is to protect public health and ensure safe drinking water by authorizing the replacement of lead, galvanized, or other hazardous water service lines on private property. This ordinance establishes the City's authority to conduct the work, hire necessary contractors and engineers, and outline property owner responsibilities in accordance with state and federal guidelines.
SECTION 2. DEFINITIONS
For the purposes of this ordinance, the following definitions shall apply:
Water Service Line - means the pipe that connects a property’s internal plumbing to the public water supply system, extending from the water meter to the water main.
Lead or Galvanized Service Line - means any portion of a water service line constructed of lead, galvanized steel, or any other material identified as a potential health hazard by the State of Minnesota or federal regulatory agencies.
Curb Stop - means the shut-off valve located near the property boundary that controls water flow to a private service line.
Property Owner - means the individual, partnership, corporation, or entity holding legal title to a property served by the City's water system.
Contractor - means a licensed professional hired by the City to perform the replacement of water service lines.
SECTION 3. AUTHORITY TO REPLACE WATER SERVICE LINES
    A. The City shall have the authority to replace, or cause to be replaced, water service lines from a property’s water meter to the curb stop or watermain if such lines are identified as lead, galvanized, or any other material deemed a potential health hazard.
    B. Replacement shall be carried out in accordance with all applicable state and federal regulations, as well as any guidelines established by the State of Minnesota for such programs. Refusal to provide access shall be addressed pursuant to Section 7 below.

SECTION 4. ACCESS TO PRIVATE PROPERTY
    A. In order for the work to be completed, property owners must allow access into their properties for access to the water service line.
    B. City crew members and contractors shall be allowed on private property to complete the necessary planning and work for the project.
    C. Property owners shall cooperate with the City and its contractors to ensure completion of the project in timely and efficient manners.

SECTION 5. CONTRACTING AND ENGINEERING SERVICES
    A. The City shall have the authority to hire and contract qualified engineers, contractors, and other necessary personnel to complete water service line replacement.
    B. All work shall be conducted in compliance with applicable state and local laws and regulations.
SECTION 6. COST AND FUNDING
    A. The cost of replacement shall be funded through the state programs and any applicable grants, loans, or other financial assistance available to the City.
    B. Property owners shall not be assessed any direct costs for the replacement of identified hazardous service lines replaced pursuant to the terms of this Ordinance.
SECTION 7. ENFORCEMENT
    A. If a property owner is not willing to allow access to their property to have the work completed at the time the City has funds to complete a water line replacement project that includes the property owner’s parcel after the owner has been given written notice from the City, it will become the property owner’s responsibility to have the service line replaced at his or her own expense with in a period of 24 months.
    B. The City will record in its records that the property owner did not allow the service line to be replaced, and that the City is no longer responsible for doing so.
    C. The City reserves the right to take any necessary action to ensure compliance with this ordinance in order to protect public health and safety.
SECTION 8. SEVERABILITY
If any section, provision, or part of this ordinance shall be found to be invalid or unconstitutional by a court of competent jurisdiction, such decision shall not affect the validity of the remainder of this ordinance.
SECTION 9. EFFECTIVE DATE
This ordinance shall take effect upon its passage and publication as required by law.

CITY OF MAPLETON
SUMMARY OF ORDINANCE NO. 116 - RESIDENTIAL RENTAL PROPERTY
The ordinance updates, reorganizes, and replaces the City's residential rental property regulations. The amendments clarify registration and licensing requirements, update administrative and enforcement provisions, remove the previous minimum spacing requirement between rental properties, and add standards related to conduct on licensed premises. These changes are intended to improve compliance, accountability, and neighborhood livability.
This ordinance becomes effective following its publication.
A printed copy of the full ordinance is available for inspection at City Hall during regular business hours.
